Meet the Candidates

Roxanne Wadman

As of April 16, 2026 Roxanne has not responded to the UWSA's request to share information. You can visit the Lakeside County Water & Sewer District's Facebook Page where they have shared bio's for current board members.

https://www.facebook.com/lcwsd.net

You can also find current board member information at their website. https://www.lcwsd.com/meet-the-board

According to their website Roxanne has been on the board since 2003.

Tim Kluesner

Tim is currently a member of the Lakeside County Water Sewer District Board of Directors. He was raised in the Flathead Valley and graduated from Flathead High School in 1986. After graduating from Montana State University, he lived overseas in Japan for nearly 10 years and worked as the State of Montana’s International Trade Representative while traveling extensively throughout Asia. Tim returned to the Flathead Valley in 2000 and worked for Semitool as a liaison to their Japan division. He now works for a local financial institution.

Tim served on the Kalispell City Council for 16½ years and served on both the Flathead County Landfill Board and the Flathead Soccer Club Board. In 2021, he built a home and moved to Lakeside. Tim believes that planning and managing for the Lakeside-to-Somers corridor is critically important. Further development of homes and businesses in this corridor will continue, and having a robust water and sewer system that is financially stable and properly functioning is key to keeping Flathead Lake in the best condition possible. Serving on the Board is Tim’s way of giving back to the community by using his experience, historical knowledge, and financial background.

Tim is married, has two adult children, loves to travel and downhill ski, and speaks Japanese.

Darcy Lard

Darcy Lard is the President and CEO of Flathead Travel Service, Inc., Montana’s largest and oldest full‐service travel agency, where she has provided steady leadership since 2006. Her career with Flathead Travel spans more than four decades, beginning in 1982 and including hands‐on experience across operations, management, and executive leadership; experience that brings both big‐picture perspective and practical problem‐solving to public service.

A third‐generation Flathead Valley native and Lakeside resident since 1979, Darcy has deep roots in the community she serves. She understands the importance of local infrastructure, responsible planning, and long‐term decision‐making because she has lived and invested in this community for decades. Her commitment to service is reflected in extensive nonprofit and civic involvement, including serving as past President and Board Member of Big Brothers Big Sisters of Montana, President of the American Society of Travel Agents – Pacific Northwest Chapter, and as a board member for The Museum at Central School, the Flathead Library Foundation, and the Flathead Convention and Visitors Association.

Darcy holds a Bachelor of Arts from the University of Montana, graduating with honors, and is a graduate of Flathead High School. Her professional background includes experience in education, business management, and organizational leadership, skills that translate directly to thoughtful oversight, collaboration, and fiscal responsibility on a public board.

Having raised four children in Lakeside and now with seven grandchildren in the Flathead Valley, Darcy’s connection to the community is both personal and multigenerational. She understands that decisions made today affect families, neighborhoods, and essential services for years to come. Through her leadership experience, community involvement, and lifelong commitment to Lakeside, Darcy would bring a grounded, service‐oriented approach to her role on the Lakeside County Water & Sewer District Board.

Michael “Sean” Molloy

I’m a fourth-generation Montanan with roots on both the eastern and western sides of the state, and I’ve called the west shore of Flathead Lake home since 1988. While I’ve spent periods of my career working at project sites around the world—often in Asia—Lakeside has always been home base. Like many of you, I value the land, the water, and the strong sense of community that make this place worth taking care of.

My background is in infrastructure, investment, risk and resource management. I’ve worked on projects across the country and internationally, but what that’s really taught me is this: strong communities depend on getting the basics right. Water and sewer systems may not be flashy, but they are essential to our health, property values, and way of life.

I’m running for the Lakeside County Water & Sewer District Board because growth in the Flathead is putting real pressure on our systems. We need to stay ahead of it—without overbuilding or driving up costs. My focus is simple: keep things reliable, affordable, and well-planned.

I bring practical experience, a long-term mindset, and a willingness to ask tough questions. I believe in being transparent, listening to residents, and making decisions that hold up over time—not just in the moment.

This position isn’t about politics. It’s about stewardship—taking care of what we have and making sure it’s here for the next generation. I’d be honored to earn your trust and your vote.

Tanya Kidd

I am a 4th generation resident of Lakeside. I am passionate about preserving the integrity of the lake.

I want to ensure that our community and environment are protected and preserved for generations to come.
